VLC 1.0 release candidate was released about a week ago and it's not yet in the Ubuntu repositories, but if you want to use it in Ubuntu, you can add the following repository:
deb http://ppa.launchpad.net/kow/ppa/ubuntu jaunty main
deb-src http://ppa.launchpad.net/kow/ppa/ubuntu jaunty main
(System > Administration > Software Sources, second tab: "Add").

And also run this in a terminal to import the PPA key:
sudo apt-key adv --recv-keys --keyserver keyserver.ubuntu.com 0x0e494dbb2f021ac1


Update: the above repository only has VLC 1.0 release candidate 4 available. If you want to install the Final VLC 1.0.0, see here (installation instructions for Ubuntu, Arch Linux and Fedora).
