Gnome Art is an art website which allows you to download and install various items such as icons, backgrounds, desktop themes, login window theme and gtk engine. This website comes with a very interesting application which is in the Ubuntu repositories. If you want to install it, run this in a terminal:
sudo apt-get install gnome-art

You will then find the application under System > Preferences > Art Manager.

How to use it:

After you have selected a type of theme / item, let's say: "Login Manager", the themes will load, then you select one theme and it will be downloaded and the window from where you can select the new theme will pop-up and you will then be able to use that theme.
